settings on chrome wont close when try to close window

Platform: 8737.1.0 (Official Build) dev-channel kip

Steps to reproduce the problem:
1. open settings window
2. click any setting 
3.then attempt to close window 

What is the expected behavior?
for the window to close

What went wrong?
the window would not respond to clicks on the top right of window. 

Did this work before? Yes in any version of chrome before this update

Chrome version: 54.0.2837.0  Channel: dev
OS Version: 8737.1.0
Flash Version: Shockwave Flash 23.0 r0

Can repro on samus, same firmware version. The minimise, maximise and close window buttons aren't clickable. Ctrl-W works and closes the settings window. Closing the window from the overview mode works too.
