Feature request: Support for window snapping when dragging tabs out of windows

Project Member Reported by erikc...@chromium.org, Aug 29 2016

Issue description

Quoting https://docs.google.com/document/d/1IYcQhT4h21AdICAAj4q2AjOtnJllppdkyofzR3iN0h4/edit#

"""
Window Snapping
Drag window alongside another window, edges snap together; once side aligned, easy to align tops and bttoms by resizing the window
Happens for free; doesn’t happen if you bypass built-in window dragging code and handle events yourself to position a window
"""

It seems like we should also support Window snapping.

[mac triage] hey shrike, how should this be prioritized?

Summary: Feature request: Support for window snapping when dragging tabs out of windows (was: Feature request: Support for window snapping)
You get window snapping for free as long as you let the Appkit drag your windows, so Chrome windows currently do snap to their edges without us doing anything. They don't, though, if you're dragging tabs out of a window, because we use our own window drag loop. We could add our own window snap logic I guess to the loop. I'm not sure if it's worth the effort to make this work.

In fact, let me just WontFix this. It's not even clear that I want tabs to snap when I drag them out of a window.
