Add ParseTiming.ParseBlockedOnScriptLoad to DataReductionProxy Pingback

Add a field to the pingback proto to include ParseTiming.ParseBlockedOnScriptLoad information. Also, add UMA to the DatareductionProxyMetricsObserver for this event.

We should also add TimeToParseCompletion. There doesn't appear to be a native metric tracking that (but check). But, we can derive it from e.g. NavigationToParseStart and ParseDuration.
