HPKP reports are not displayed in the Network tab of dev tools

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Generate a HPKP error that has reporting enabled. 
2. Check the network tab, the browser sends the report but it is not shown.

What is the expected behavior?
When the browser sends the POST payload an event should be shown in the Network tab.

What went wrong?
Nothing is shown in the Network tab. 

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

You can use my site to test this. Visit https://scotthelme.co.uk to get my HPKP policy and then visit https://hpkp.scotthelme.co.uk which violates the policy and sends a report.
