Required to system restart VarioUltra when reconnecting to Samus after lid has been closed |

Issue descriptionMode: force_next Version: 55.0.2842.0 Reproduction Steps: 1. Disconnect VarioUltra from Samus > Close lid of Samus > Sign-in > close lid 2. Connect VarioUltra to Samus > sign-in 3. Note that there is Braille, nor does USB show it's connected, so it's required to restart VU by long-press power button 2x

A similar bug is present in Chrome 64.0.3280.5 Chromevox is very sluggish after recovering from sleep when connected to a VarioUltra display Steps to repro: # With Chromevox on and Chrome OS signed in, connect VarioUltra # Braille should appear and speech should be responsive # Close lid # Notice that Chromebook goes to sleep, but VarioUltra never indicates USB disconnect # Open lid # tab around sign-in screen # Notice that there is a long delay before Chromevox speaks and sometimes nothing is spoken at all # Type in password # Notice that Chromevox says 'bullet' after a long delay and not for each key pressed # Use the Chromebook normally, notice Chromevox is slow # Try restarting Chromevox, connecting and disconnecting display # Try disconnecting display, closing lid, opening lid # Notice that Chromevox remains sluggish throughout tests # Shut down Chromebook # With display connected, start it again # Notice Chromevox is responsive again Expected: Chromevox should recover from sleep with a display connected Actual: Chromevox is sluggish and unusable
