Top of browser window doesn't redraw after exiting fullscreen on Linux with radeon

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2837.0 Safari/537.36

Steps to reproduce the problem:
1. Run xubuntu 16.04.1, xfce4 with no compositor, xserver-xorg-video-radeon drivers on a computer with an AMD/ATI Radeon GPU.

2. Load any YouTube video, e.g. https://www.youtube.com/watch?v=jNQXAC9IVRw

3. Fullscreen the video, then un-fullscreen the video.

4. Observe that the top of the Chrome window did not redraw, and still shows part of the fullscreen YouTube video.

This rendering error doesn't happen if you start Chrome with a completely fresh profile, so you have to restart Chrome at least once.

What is the expected behavior?
Chrome redraws the tab strip after exiting fullscreen

This happens everywhere, not just YouTube.  To reproduce, just press F11 twice on any page.

This is working fine on Ubuntu 14.04(nvidia) using 52.0.2743.116,53.0.2785.80,54.0.2837.0 & 55.0.2843.0.
May be specific to radeon drivers and xubuntu 16.04.1.
Could you please attach chrome://gpu to further triage by GPU team.

Maybe the same bug, but when going fullscreen, I don't see what 641318 reporter sees (a cropped viewport), just a short delay in rendering the top of the screen.

Also note the xfce4 taskbar must be enabled (not hidden) to repro this, otherwise Chrome refreshes normally when exiting fullscreen.

I bisected chromium and found:

You are probably looking for a change made after 407803 (known good), but no later than 407808 (first known bad).

I no longer see this in Chrome 54.0.2840.50 beta or Chromium 56.0.2889.0 (64-bit), something fixed it about two weeks ago.
