HaTS notification: Pretty slow to load one question

See notification for taking a survey. 
Click "Open Questions"

The survey is just one question but it is pretty slow to load that one question. Several times I saw the Google image fail to load (screenshot attached)

Components: -UI>Notifications
Removing the UI>Notifications component because this is not a problem with the Chrome notification system itself, as the issue only occurs *after* a particular notification is clicked.
