Layout*::mapLocalToAncestor does not do flipped blocks writing mode correctly

In particular, it assumes that container flip should be done once, and
as early as possible. Instead, it should be done at each containing block
up to the writing mode root.

Removing mapCaretRectToCaretPainter in CareBase.cpp is blocked on this, since
fast/css/focus-ring-multiline-writingmode-vertical.html would otherwise be
broken.
