Cursoring throuhg contentEditable in Inbox will skip text

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps: 
1. Inbox/ > inline reply or try to edit composed message
2. If using Braille display keys, it'll jump out of the contentEditable
3. If using Samus cursor keys, it'll miss partial text on line or be sluggish when navigating by chars/words

This needs significantly more detail such as what you were typing.

1. C to compose message in Inbox/
2. Tab to message body
3. Type/paste following:
"1. search+a+d doesn't show date & time in Braille
2. Search+a+e doesn't show earcons on/off in Braille 
3. Search+a+t doesn't show characters, words, words & character, or no typing echo in Braille "

ALt+Up Arrow > Down Arrow will only utter #2  up until "show", so "earcons on/off in Braille " is truncated
. 
Ctrl+Alt+DOwn arrow  to move to end of line will utter entire line
DOwn arrow/Up Arrow will only utter "on/off in Braille"
DOwn Arrow 2x will only utter: "or no typing echo in Braille "

Not only does it not skip text anymore, it's extremely responsive in: 55.0.2857.0
