Error 429: Insufficient tokens for quota group and limit

Looking at trybots, compiles show a lot of warnings (?) like this:
[W2016-08-29T09:25:19.961826-07:00 1104 0 buffer.go:225] failed to send 1001 entries (googleapi: Error 429: Insufficient tokens for quota group and limit 'WriteGroupCLIENT_PROJECT-1d' of service 'logging.googleapis.com', using the limit by ID '410962439126'., rateLimitExceeded), retrying...

What's up with that?

Yes, should not happen now. (And even when it did happen, it shouldn't have been fatal for compilation).
