Audio play at position causes jank on first play

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Open the link in a new window
2. The audio plays at the green object
3. Observe that the first play causes a jank and sometimes no audio to play

What is the expected behavior?
No jank on audio play, no failure to play audio.

What went wrong?
Every 3 seconds, an audio file is commanded to play at the green object's position.  The first time the audio file plays the browser freezes and no audio is played; each time thereafter the audio file plays correctly without causing jank.

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Unable to reproduce the issue in windows-10 using stable chrome build 52.0.2743.116 by following the below steps:

1. Opened the link https://dl.dropboxusercontent.com/u/184657779/chrome%20bugs/audio%20position%20html5/index.html in a new window 
2. Observed that for every 3 seconds, an audio file played at the green object's position as expected with out freezing.

Reporter@ - Could you please check this issue on incognito mode and if it is not reproducible then please try to create another profile with no extensions and apps in your browser.
I removed my extension (google docs) and repeated the test in normal and incognito modes - with the same result.  I am also running Windows 10.
I just tried this in Version 55.0.2845.0 canary (64-bit) and all that is apparent is a dropped frame or two, so the jank is very much improved although not completely absent.
Status: WontFix (was: Unconfirmed)
dropping one or two frame is counted as acceptable.
