Possibly switch to material hybrid layout on Chrome OS browser top chrome when a device scan completes

The material design controller for browser top chrome on Chrome OS should initially assume that the 'Material' layout is to be used if the presence of a touchscreen has not been detected. If a touchscreen is detected once the device scanning has completed, a ThemeChanged notification should be used to switch the layout to 'Material hybrid'.
