Regression: Default focus is seen missing in search of Downloads |

Issue descriptionVersion: 55.0.2843.0 dev OS: Ubuntu 14.04 What steps will reproduce the problem? (1) Launch chrome and go to chrome://downloads and observe for focus in search box Expected: Default cursor should be seen in search box. Actual: Instead default focus is seen missing in search box. This is a regression issue broken in M54.
