Weird behavior is seen in qnimate.com for fullscreen mode .

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1) Launch chrome, navigate to http://labs.qnimate.com/full-screen-api/
(2) Click on 'Box'(image opened in fullscreen mode), observe.

Actual: Weird behavior is seen after toggling box into fullscreen mode.

Expected: Toggling of box into fullscreen mode should be proper.

This is a regression issue, broken in 'M-44', below is bisect info:

https://chromium.googlesource.com/chromium/blink/+/d399ae423a001eaf4d062b70d9e26635cbdef1f9 was a revert of several other CLs, so this isn't really a regression, it was just temporarily correct before going back to being wrong again.

In order to fix this, our CSS needs to be brought in sync with the spec again, and that will happen in  issue 240576 .
