"Don't show on this page" appended to every NTP favorite page frame's title

Expected title: "visited, link, Le Monde.fr"
Actual title: "visited, link, /1 Le Monde.fr - Don't show on this page"

The accessibilityHelp value is correct, but the accessibilityTitle has the extra part tacked on.

local ntp: fix up accessibility tree

This change:
1) Marks the "don't show this" button in the local NTP as a button
2) Sets an explicit aria-label on NTP "tiles"
