What steps will reproduce the problem?
(1)Launch chrome, open Dev tools window
(2)Navigate to Security section,click on "security" option multiple times.(Kindly refer the video)
(3)Observe.

Actual:weird behavior of focus is seen on clicking "security" option multiple times.

Expected:Focus should be seen properly after clicking "security" option multiple times.

This is a Regression issue broken in M-52,below is the Narrow bisect info:
