[MD Settings] Empty page after scrolling down and navigating back

Version: 55.0.2843.0 canary (64-bit)

What steps will reproduce the problem?
(1) Open Site Settings > Cookies
(2) Scroll down 
(3) Go back via Chrome back button

What is the expected output?
Going back to the list of Site Settings.

What do you see instead?
It seems like the scroll position is maintained across navigations. As a result, going back shows the gray background area below the Site Settings. See attachment.
