Regression:Delay is observed while loading the content of dropdown list.

Version:55.0.2843.0 (Official Build) beaf9f5d23523b4c285e73836b38df68165f0f00-refs/heads/master@{#414958}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

Pre-condition: Set Page zoom value above 110% of chrome://md-settings. (i.e. Page zoom=200%)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/appearance
2. Click on the drop down list of page zoom and observe.

Actual: Delay is observed while loading the content of dropdown list.
Expected: Content should be properly loaded after step 2.

This is regression issue, broken in 'M 54' and below is narriow bisect info.

Could you tell me why you chose this CL? I don't have any idea how chrome://md-settings is affected by my CL because I don't know it.

The CL was once landed[1], reverted[2], and relanded[3].

Could you tell me if it the delay was introduced on 8/4, removed on 8/8 and re-introduced on 8/12?

Above issue is not reproducible i.e. No such delay is seen on 8/4 (i.e. CL: https://crrev.com/82e485d87b1bd0f704e2e706db02203ea60801e5)). 

Suspecting from above narrow bisect: r411560

I have a hard time seeing the difference from the videos. It almost looks like there is a new/different smoother, slower animation than previously. Are we confident the new behavior is incorrect?

I will attempt to repro myself shortly but if there is any add'l clarification please let me know, thanks.

It is unclear that a Blink bug was causing this. It seems much more likely that paper-dropdown-menu was to blame for the delayed rendering.

I am closing this issue since chrome://md-settings is no longer affected by it (switched to use native <select> per https://bugs.chromium.org/p/chromium/issues/detail?id=651513.

Please re-open if you think that there is a Blink issue that needs to be fixed.
