Sleeping 1280 minutes before creating test jobs.

This is designed behavior for suite scheduler to delay creating test jobs. Lab is having some extra load since last Friday. I do plan to shorten the range to 12 hours. However, the delay should not abort tests. I will take the bug for now.

From Richard, the timeout was caused by "some" other reason. Move it back to deputy to troubleshoot.

20 Cyan duts are locked for ACL migration. Have contacted Haoweiw@ to see if we can safely unlock the duts.
