Regression:[MD-settings] 'Language settings' text flickering while opening drop down list

Issue description

Version:55.0.2842.0 (Official Build) d49de86acc4a6b7382a2fff2a7d9939673df3b76-refs/heads/master@{#414942}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/languages,click on drop down arrow
2. Click on iron icon of any language and observe.

Actual: 'Language settings' text flickering while opening drop down list
Expected: 'Language settings' text flickering of drop down should not be seen.

This is regression issue, broken in 'M 55' and will soon update the bisect info.

Good build:55.0.2841.0
Bad build:55.0.2842.0

Are you referring to the layout of "Language settings" starting vertical
("settings" is below "Language") and becoming horizontal ("Language settings"
side by side)? This is a known bug in Polymer, which we could try fixing the
way Downloads did:

I guess this isn't an issue because we're using dialogs for menus now, which don't seem to animate... dpapad@ is that right?
