GO: disable gccgo since it is not used

Issue description

we are building gccgo but we are not using it. 

Please disable it.

sys-devel/gcc: disable gccgo.

This change disables default installation of gccgo for both host
and cross-compilers. Gccgo from this ebuild is stale (providing
Go 1.2 support, since we haven't upgraded gcc in a while).

Go toolchains for host and targets are now provided by dev-lang/go,
which is actively maintained and kept more up-to-date.

BUG= chromium:641857 
TEST='cbuildbot --remote -g 386425 --latest-toolchain chromiumos-sdk' was successful.
