Restoring a session causes focus of windows to erratically change

Issue description


Google Chrome	54.0.2837.0 (Official Build) canary (64-bit)
Revision	0
Platform	8743.0.0 (Official Build) canary-channel samus

What steps will reproduce the problem?
(1) Open a few winodws (to be sure, open a "Open as window" hosted app, a browser, an ARC window
(2) logout and log back in

What is the expected output?
Windows restore. If you perform an action such as opening the launcher while windows load, you should not lose focus etc

What do you see instead?
Windows upon finishing loading close the launcher and steal focus from each other.

The bug was reported on 8/29, but the CL in question landed on 8/30. The symptoms sound very like the bug I fixed in the CL in question. kuscher: Can you confirm whether this problem is still present?
It's still in 54.0.2840.13
54.0.2840.13 has base revision: 414607
My CL landed in 415472

Unless I hear otherwise, this issue should have been fixed by https://bugs.chromium.org/p/chromium/issues/detail?id=634248#c11.
