Unable to use Windows Login Validation when logging into windows with Smart Card.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
I don't know how many features require windows authentication, however this is the one I know needs it.

1. Open Settings
2. Under Passwords and Forms sub-section click on Manage Passwords
3. In the password modal window clicking on an entry and then clicking on the 'show' button pops up windows authentication.

When you login with a smart card you only have a PIN associated with your login/certificate. There may be a windows password passed in the background, but it isn't something the user sets.

What is the expected behavior?
Expected behavior is to either use Smart Card authentication with password or be able to set another means of authenticating myself in order to show my passwords. Perhaps Google Login?

What went wrong?
I do not have a password associated with my Windows account when logging in with a Smart Card.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

Is there possibly a hidden setting already that can be enabled or is this something that would need to be fixed?

Justin: I couldn't find where the Win API calls were to prompt for a password; perhaps you can triage this faster.

I found your mail from 09.08.16 saying that the new API doesn't support PIN even with CREDUIWIN_SECURE_PROMPT.

Hi wfh@, do you mean this could be fixed by fixing issue 574581? Or some other API?

Also, I am making this block  bug 347825  to have the similar issues linked from one place.
