Detect URL, Password, and Email Address fields and Switch to COmputer Braille-input

Project Member Reported by chaok@google.com, Aug 29 2016

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps:
1. GIven there is no hotkey to switch from UEB Grade 2 > Computer Braille
2. cvox2 should have logic to detect if a field is URL, password, or email address, and automatically switch to COmputer Braille
3. There is the work-around of going into cvox2 options and changing to COmputer Braille, but this doesn't work on CrOs sign-in screen
