Support Braille displays via Bluetooth

Project Member Reported by chaok@google.com, Aug 28 2016

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps:
1. CrOs only supports Braille displays via USB
2. Most other screen readers support Braille displays via BLuetooth
3. USB is inconvenient, especially in the case of Samus/VarioUltra, where both USB ports are on the left-side

+1. I often move around, and not having to plug into *most* modern displays would be very nice.
