Inserting chart results in a messy UX

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps: 
1. Enable CVox Next.
2. sheets.google.com>>new or existing sheet.
3.  Enter some numbers in a column.
4. Insert>>Chart
5. Select line chart, or whatever is the default, and tab to insert and select it.
6. Observe what happens.
Expected: A user inserts the chart, and is returned back to the sheet. A user can then elect to press a hotkey to receive chart details.
Actual: A user is brought to a dialog with a table representation of the chart. There is a message about a limitation of 200 rows for description of chart to occur, and a hotkey is provided to access chart details. there are a couple of unlabeled buttons, and a button to dismiss the message. Navigating to and pressing the button to get rid of that window seems to do nothing. the window remains there. If a user presses escape, he/she is returned to the sheet. Once this happens, I have not found a way to get the description of the chart back. This is a disaster for a user to experience in terms of UX.
