Verbose output when navigating sheets

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps: 
1. Enable Chromevox Next.
2. sheets.google.com>>new or existing sheet
3. In a1, type 1. Press enter. In a2, type 2. Press enter. In a3, type three...
Expected: Once a user presses enter, the next cell is announced.
Actual: The name of the next cell is announced. Additionally, a user is told what content was placed in the previous cell... I believe this to be verbose. Maybe a user can elect to hear this, but all this does is slow me down as I already know what content I entered.

rbenz@ and I talked about this last year. It's extra-noise hearing the that foobar was added to previous cell, and makes me forget what I was going to add into next cell.
