Selecting range of cells moves focus away from content

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps: 
1. Enable CVox Next.
2. sheets.google.com
3. Accessibility Menu>>Go To Range
4. Type a1:a6 and press Shift+Enter to select all cells.
Expected: The range of cells would be announced, and a user would be able to action those cells I.E copy, or create a formula with those cells.
Actual: The range of cells is announced, and a user is presented with options to merge cells... attempting the equivalent of a right click to access options does not work as focus has been moved away from the document.

Sheets really ought to have a go to hotkey/feature, where it's possible to type in cell ranges/sections.

It's nice there was thought of adding it as an a11y setting, but it's flakey, so I *never* use it
