Always read row and column features seemingly not working

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps: 
1. Enable CVox Next
2. sheets.google.com>>new sheet
3. In A1, type date. In A2, type time.
4. accessibility menu>>speak>>always read row and column
Expected: As I move away from that row to the next column, the date/time announcements would let me know which row /column to enter content into. I think this is the purpose of this feature, but if it isn't, I apologize.
Actual: The setting appears to do nothing except to force Chromevox to utter the content of the cell where this setting was initiated three times when that cell is focused.

I've never got this feature to work, nor am I really clear on what is intended to do. I was hoping itthat it would read headers (column and row), but it just repeats the focused cell content a bunch of times.
