Selecting range of cells does not appear to be accessible

Reported by nimerjaber1@gmail.com, Aug 28 2016

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps:
1. sheets.google.com
2. Either new sheet or open an existing one.
3. Insert a row or column of numbers.
4. navigate to end of that row or column and begin typing a formula with the = sign. Observe how Chromevox alerts a user to begin by selecting a range of cells with the arrow keys.
Expected: A user might be able to select cells with the arrow keys, and pressing space to select or deselect. Alternatively, that announcement would disappear, and a user would know that they would have to manually type in the range of cells.
Actual: A user receives a confusing announcement, and the process outlined does not appear to be accessible. CVox utters the cell that is selected, but unless I am misunderstanding, a user does not have control over what is or is not being selected.

1. Arrowing around only specifies the cell coordinate that is selected, not the content, so not useful
2. Pressing space to unselect adds a space in the formula, which is also not helpful
