Inserting Special Character missing textual labels for controls

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps: 
1. docs.google.com
2. insert>>special symbols
3. Tab to lists of items.
Expected: The lists of items would have some sort of a label telling the user what will be in the list that can be expanded. For example, select symbol category: Select Symbol Type From Category: Select Symbol... etc...
Actual: A user hears "list box collapsed" when tabbing around. Many users will give up and assume that this dialog is not accessible, when it actually is if they take the time to expand the items in the list.

All that is uttered/Braille is "collapsed", activaitng it doesn't expand.

The listbox needs a label (for Docs) and ChromeVox should probably announce the active descendant when the listbox gets focused (appears to be synbol by default).

On focus, given both fixes, we would output:
Select a category listbox symbol x of y
