Suggested edits mode too verbose in Docs

Issue description

Mode: force_next
Version: 55.0.2842.0
Reproduction Steps: 
1. Enable Chromevox Next.
2. docs.google.com
3. Open any document or create a new one.
4. Enter suggested editing mode from view>>mode>>suggested editing
5. Type three lines of text.
6. Navigate to the top of the document, and read the document with the arrow keys, line by line.
Expected: An announcement that editing mode has started. Each of line to be read once. And an announcement when editing mode ends.
Actual: The message that editing mode has started is uttered. However, moving to line two makes another announcement about editing mode. And every line read is uttered twice.

In addition to each line being uttered 2x and the excessive "suggestion entered". THEre is no indication in Braille that one is in suggestion/editing mode.
