BLuetooth pairng/connecting doesn't respond to ENTER, SPACEBAR, or SEARCH+SPACEBAR

Issue description

Mode: force_next
Version: 54.0.2837.0
Reproduction Steps: 
1. Status Bar > Bluetooth
2 Try to pair/connect a Bluetooth device (e.g. audio headset)
3. enter/search+spacebar doesn't work to click on device to pair and nothing works to connect

Would be helpful to know what you're running into specifically.

1. The bluetooth check box needsto be on
2. the checkboxes might be (maybe should be) disabled.
3. once a device is checked, we should be getting a notification in the notification center to continue (alt+shift+n).

Assigning to Laura for further work (since this is a Chrome OS native UI) and needs an owner.

Hey David, just circling back on this one. It looks like using Tab and Enter does work here, but using ChromeVox navigation and then either Search + Space or Enter doesn't work to open the dialog to connect the bluetooth device. Happy to loop in Tom if we need someone on the status tray side -- just let me know.
