Paning and navistick don't work for navigatin in DOcs |

Issue descriptionMode: force_next Version: 54.0.2837.0 Reproduction Steps: 1. COnnect VarioUltra to cvox2 2. Open GOogle DOcs 3. Using paning or navistick to traverse DOcs Observed: It'll exit the document content Expected: Paning display to remain within document content and navistick to be like using arrow keys
