expand/collapse widget not associate to label/text

Reproduction Steps: 
1. https://support.google.com/chromebook/answer/7020014?hl=en&source=genius-rts
2. TAB through the zippeys
3. cvox2 only utters "expanded/collapsed", so it's not clear what they're for

FYI, just tested with VoiceOver on Mac and this doesn't repro there.

Output group nodes as containers

In addition, abstract containers should output state since authors can apply aria state attributes on the node.
