component, priority, severity fields are empty in Buganizer

Issue description

Mode: force_next
Version: 54.0.2837.0
Reproduction Steps: 
1. b/
2. Create a new bug/open an existing one
3. Arrow through list components or tab through p/s ratings

Observed:
list of components do not speak and p/s rating requires arrowing through ot change option then back to see current value

Expected: 
Like Classic, these to be accessible

This is a Blink issue (again related to active descendants being ignored)...likely won't make it in phase3.

(Reproduces with at least Mac+VO+Chrome).

NVDA 2017.3

Hello,

I am unable to reproduce this bug in Windows. I used these steps:

# Launch JAWS 
# Launch Chrome
# Navigate to buganizer via b/ and Create New Issue
# Focus is in the Component field 
# Press down arrow to navigate through the dropdown list. All items read. Select an arbitrary selection just to populate more fields.
# Tab to next field, template, press down arrow to see dropdown (just one option)
# Continue on to other fields like Priority and change the selection in the dropdown. 

I repeated the same steps with NVDA without issue. 

Please let me know what other OS you'd like me to try. Thanks!
