Arrowing through Gmail popup doesn't speak

Reproduction Steps: 
1. gmail.com
2. search+/ to find "settings"
3. down arrow throuhg GMail Settings

Observed: FOcus changes, but cvox2 is silent
Expected: FOcus item to be spoken

This happens even if one presses enter first to open the settings menu.
