Missing items from metrial design chrome://settings/ on Ubuntu

The following settings are missing from metrial design chrome://settings/ (enabled through flags) but are present in chrome://settings-frame/

- Use GTK+ Theme
- Use system tile bar and borders

Version 53.0.2785.80 beta (64-bit) on Ubuntu 16.04 LTS

Status: Duplicate (was: Unconfirmed)
"Use system title bars" should be there now (maybe check newer Chrome), but we haven't ported the "GTK" vs "Classic" stuff yet
