FR: add hash to chrome://net-internals that launches connectivity diagnostics extension

Issue descriptionVersion: -- OS: ChromeOS ChromeOS has a built in 'Connectivity Diagnostics' extension (shipped with all versions) that performs tests such as captive portal, dns, firewall, google services check, local network checks. chrome-extension://idddmepepmjcgiedknnmlbadcokidhoa/index.html As of now, the only way to access this tool is a link in the browser *only* when a site fails to load. It would be very useful to have a way to launch this tool directly when end users encounter other connectivity issues (ie: sync issues, enterprise issues, cloud print issues, etc..) Enterprise support will be able capture logs while launching and running this diagnostic tool for troubleshooting purposes. This FR proposal is to add a 'special case' hash to the url (ie: chrome://net-internals/#diagnostics) that launches this extension. This special case hash will only redirect on ChromeOS devices. Filing this FR to attach to a CL.

Presumably the goal here is convenience rather than discoverability. In that case, why not a top-level URL like say: chrome://net-diagnostics (Or some other similar top-level URL). I suppose possible to at least discover it through chrome://about/ I am hesitant to approve more features in chrome://net-internals, especially chromeos specific ones.

Thats fair eroman@, I was unaware of the long term plans of removing chromeos from net-internals and that is correct, this is for convenience rather than discoverability. I initially explored the dedicated host route but then found that adding this to net-internals would be a simpler solution with minimal code changes as well as the added benefit of having support agents already familiar with the tool.
