chrome://extensions/ should allow launching items from it too

Issue description

UserAgent: Mozilla/5.0 (X11; Linux i686) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. User sees many items on his chrome://extensions/
2. User can make many adjustments to them there. 
3. BUT user cannot launch them from there!

What is the expected behavior?
At least add a link from chrome://extensions/ to chrome://apps, etc.

What went wrong?
User cannot figure out how to launch something, even though that something's logo is starting him in the  face.

Well. I think this is related to security issue.
For example. an extension silently modify chrome://extensions/ and add a fake update link.

This might be worth considering in the md extensions page.  It's always struck me as odd too, especially since you *can* launch unpacked apps from here.  I'd rather just have a perma-launch link.

@2, it's not a security risk, because extensions can't run on chrome://extensions (for a whole slew of reasons). :)
