RenderText doesn't ensure characters on both sides of cursor are showing

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2832.2 Safari/537.36

Steps to reproduce the problem:
1. Have some large URLs in the history (In my case some PDF read via https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm) > chrome-extension://somethingVeryLong
2. Start typing a URL which starts the same (In my case chrome://settings)
3. While doing so, notice that you can't see what you typed (or where in the word you are). You only see the next part of the suggested URL (which you don't want at that time)

Unable to repro this issue on Ubuntu Trusty (14.04) for Google Chrome Dev Version - 54.0.2837.0

@vanantwerpenjeroen: Could you please perform the steps mentioned beneath and let us know your observations.

1. Update your Google Chrome Dev Version - 54.0.2837.0
2. Re-test the same on a clean profile [chrome://settings -> Add Person -> Do not Login]

To clarify, is this what's happening: you are getting an inline autocompletion (a suggestion displayed within the omnibox itself that's longer than that you typed) and that suggestion doesn't fit in the omnibox itself (it's too long) and so rather than displaying the left end of the suggestion text in the omnibox (so you can see where the cursor is / what you are typing), the right end of the inline autocomplete suggestion is displayed?  Hence, you cannot see the cursor / see what you are typing.

If so, then it's clear that rnimmagadda@ did not test the correct thing.

Summary: RenderText doesn't ensure characters on both sides of cursor are showing (was: Omnibar auto-complete )
The issue is that, even though we reverse the selection direction so that we keep the start rather than end scrolled into view, if the selected text is super long, no additional previous unselected characters are visible, only the start of the selection.

To address this, we'd want to tweak RenderText to either optionally or all the time ensure that at least a few characters are showing on each side of the cursor.
