Read to end in Google Docs ought to advance CVox cursor

Issue description

Mode: force_next
Version: 54.0.2837.0
Reproduction Steps: 
1. Enable Chromevox Next.
2. docs.google.com>>with or without Braille mode
3. Open any document.
4. Invoke read all with CTRL+Alt+R
5. Pause with the CTRL key.
6. Attempt to manipulate the text, or begin reading to end again.
Expected: Chromevox focuses on the last read word or line. A user will be able to pick up right where they left off after pausing Thromevox.
Actual: Focus never seems to move past the position where read to end was initiated.

Not only does cvox2 cursor not follow read-all, Braille doesn't update/follow speech either.

The reproduction has some issues:
- braille mode on/off is significantly different
- search+r is the shortcut to initiate read all
- ctrl does not pause; it stops speech; ChromeVox does not support pausing tts

As for read all, it depends entirely on Docs. Read all in text areas and content editables is a separate issue.
