Tab order not preserved ( Issue 370379 reopened)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Open several tabs 
2. Close and restart chrome
3. Note -- check in task manager that chrome has really closed -- sometimes takes a minute or two!

What is the expected behavior?
Tabs re open in same order left to right as when closed

What went wrong?
Order is randomised.

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Is adviced in the last comment in  issue 370379  I reopened the issue, because it is still there

Unable to reproduce the issue on windows 7,10, Linux Ubuntu 14.04 and Mac 10.11.6 using chrome version 52.0.2743.116  and canary 55.0.2845.0 with the below steps

1. Opened 6 tabs in order and selected :Continue where you left off" on startup setting.
2. Close chrome,checked in task manager as well
3.Open chrome
4.Observed that all the tabs order remains the same order

Please find the attached screen cast and confirm anything missed here in triaging?

Request you once please try the issue on new profile without any flags,extensions and update the thread if the issue still persists.
