Policy configured VPN can be removed after importing ONC file with same configuration.

Issue description

Chrome Version: <From about:version: Google Chrome 54.0.2837.0>
Chrome OS Version: <From about:version: Platform 8743.0.0>
Chrome OS Platform: <SAMUS/ Jerry >
Network info: VPN, WIFI

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Login to a enterprise enrolled account with pre-configured vpn.
(2) Download and import the required certificate.
(3) Import onc file with similar vpn configuration from chrome://net-internals/#chromeos.
(4) Check chrome://settings page under private networks
 
Expected Result:
1)VPN should show up with the enterprise design
2)The user should not be able to remove the VPN from preferred networks.

Actual Result:
1) The VPN does not show up as enterprise policy and can be removed from preferred networks.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
Can be a security issue.

Please provide any additional information below. Attach a screenshot or
log if possible.
