This bug is specific to CrOS.

What steps will reproduce the problem?
1. Install hangouts app: https://chrome.google.com/webstore/detail/ultraviolet/knipolnnllmklapflnccelgolnpehhpl.
2. Sign in, open a conversation window. Send a few messages if there are none.
3. Try to select some text with the mouse in the conversation window.

What is the expected result?
- Text can easily be selected with the mouse.

What happens instead of that?
- While dragging, selection flickers between selecting everything above the initial click point and the current mouse location.
