EV cert organization is not visible for non-incognito dark themes.

Issue description

Chrome 54.0.2837.0
OSX 10.11.6

What steps will reproduce the problem?
(1) Install https://chrome.google.com/webstore/detail/grass/mmiboiefncpfjihjdedpaoammipkilla?hl=endfds
(2) Visit mozilla.org or github.com (any site with an EV certificate).

What is the expected output?
The organization is visible in green.

What do you see instead?
The organization is not visible (possibly white).

I have a wild guess that this is because the given theme is a dark theme sharing a white text definition with incognito by accident.

This is definitely a recent regression.

Dark themes are not intended to use the incognito native theme. Even incognito windows that have a custom theme shouldn't use the incognito native theme (we treat them like a normal theme with some tweaks to make the frame darker).
