Add alerts for when no builds are being scheduled

See bug 639485 for motivation.

We should probably have some alerts for when a waterfall just stops scheduling builds in general? Or maybe that's overkill?

we have an alert that master stops leasing builds, which is very close.
but this is becoming less relevant with luci
