Chromevox ought to provide spelling feedback in rich edit controls

Issue descriptionMode: force_next Version: 54.0.2837.0 Reproduction Steps: 1. Enable Chromevox Next. 2. inbox.google.com 3. c to compose an e-mail 4. Type "I lkie pizzza". 5. Arrow around the line... left, right, up and down arrows. Expected: Chromevox would announce that there is a misspelled word, thereby allowing a user to emulate a right-click to get spelling suggestions. Actual: Chromevox provides no such feedback, although when using a hardware keyboard, emulating a right-click and picking a suggestion works fine when cursor focus is on a misspelled word.

Note that this currently works. To bring up the list of corrections, use the Chromebook's context menu (Search+Shift+vol up).
