Web developer show wrong CSS rules

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Visit google.com // need to be veisited for a:visited
2. Open bug.html
3. Visited and not visited links have different colors, but same style rules are applied

What is the expected behavior?
Visited and non visited links should have same colors

What went wrong?
Web developer show wrong css rules applied.
Or css is rendered wrong.
