Arrow keys don't work well with new launcher

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.69.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.81 Safari/537.36
Platform: 8530.69.0 (Official Build) beta-channel peppy

Steps to reproduce the problem:
1. Open new launcher (two rows of icons)
2. Press "down" arrow key to highlight app icon
3. Press "down" arrow key again to go to 2nd row of icons

What is the expected behavior?
Pressing "down" twice puts selector in 2nd row of icons

What went wrong?
Expected behavior does not occur.

Did this work before? No 

Chrome version: 53.0.2785.81  Channel: beta
OS Version: 8530.69.0

Obsolete with new launcher! There is only 1 row of apps.
